How many can live in a 2 bedroom apt in Pennsylvania?

My ex lives in a small 2 bedroom 1 bathroom apt in Pennsylvania, with my 2 kids ages 6 and 7. She just let her boyfriend move in with his 2 kids, ages 3 and 4. So that is a total of 2 adults and 4 kids in a 2 bedroom 1 bath apt. Is this legal?

1. Try calling the Department of Family and Childrens services in your state. It differs everywhere. The case worker is a factor, too.
2. Yes and its fine. Its not even really full... I lived in a 2 bedroom 1 bathroom house with 2 adults 4 children before, and it wasnt that bad. But we were all teenagers and it sucked. In their case, its young children who dont REALLY need a private space. Of course if you were trying to get the kids to live with you, if that is in fact what your trying to do, you COULD say theres not enough room for them in that house and you think theyd be happier with you. But that alone couldnt get you the kids. Anyways, yeahh, theyre fine like that.
