how can you get back kids that you fostered and went back to their dead beat parent?

we fostered my cousins girlfriends kids she had 4 girls and a boy one was touched by the uncle, one was hit by a car, one was burned by an iron accidentally. we want the baby back he has a rash because she does not clean them right. she also told people she was going to tack the baby back to hurt my grandma who was attached to the baby and the baby attached to her. shes also in the hospital having twins, so she has 4 baby's and 4 grown up girls. we live in la the social workers are really uneducated and the judge who handled the case gave them all back. help me to help the kids. also a paper had stated we could have adopted the baby but they never notified us. please help this baby so we can help him he is still in a unsafe environment. they use bad words towards them, they live with the mother grandma in a 2 bed room house with no furniture they sleep on the floor. 8 kids a mother and grandma in a 2 bedroom house, we had all the kids in a 7 bedroom house we had barely enough room. please tell me what we can do the system seems very blind i am located in la california.

  1. Unfortunately, in many cases the parents do get the children back. My brother just went through this with his grandson and it's ALWAYS in the courts hands. No matter how bad we want or feel the kids need us, the state finds that if at all possible, children should go back with their parents if they meet the required criteria set by the law/court. It's so sad at times that the children end up the victim AGAIN, but it happens. I think that's why there are so many kidnappings of kids by family members. Right now, you just need to befriend, if possible, the mom and stay close to the kids. You never know whats going to happen, and all you can do is be there to catch 'em if there's a fall.
